Property Value Protection (PVP) Program


The Property Value Protection (PVP) Program was launched in 2001 as an integral part of the Legal Agreement that led to the creation of the Port Hope Area Initiative (PHAI). It provides assurance to property owners that, if activities arising from the Port Hope or Port Granby projects affect the value of their home or land, compensation is available.

The PVP Program compensates owners of property within a zone that encompasses all of urban Port Hope (Ward 1), part of Port Hope Ward 2 (in the former Township of Hope) and a section of eastern Clarington (See zone map). Owners of property who realize financial loss on the sale of their property, loss of rental income or mortgage renewal difficulties as a result of the PHAI's plans and activities are eligible to apply for PVP compensation.

The Program includes special services to assist owners of properties that show evidence of project effects and an independent appeals process for claimants who wish to appeal their PVP compensation award.

Prospective property owners and those considering selling their home or land are encouraged to phone, email or visit the PHAI Project Information Exchange for additional information.

In accordance with the Legal Agreement that established the PHAI, the PVP Program will remain in effect for two years past the completion of the long-term waste management facilities.

To date, the PVP Program has paid out $1.6 million in compensation.  Thirty-three claims have been approved and 12 have been denied.
